2178393 - Promotion management in SAP BusinessObjects Business Intelligence 4.0/4.1 gives an error 404 missing page

When creating a Promotion Management Live to Live job, when you click on promote button it throws 404 Missing page error.

When promoting an object (Folders, groups, rights and/or reports) using "Promote Security" or with "Do not promote security"- 404 page appears.

When you check the SBOPWebapp_CMC logs for the timestamp when the job was run you will find the below error message:

Error while scheduling the job.(PRS 00057) com.crystaldecisions.sdk.occa.infostore.internal.InfoStoreException: Sorry, you do not have the right to 'Schedule document to run' (ID: 21) for '<LCM JOB NAME>' (ID: 368266). Please contact your administrator if you require this right.

The issue does not occur in Live to BIAR option. The issue is only observed in Live to Live and BIAR to Live options.
