2179539 - SHDINST_OS: Action 'install' for DCOM service failed

Symptom

During an upgrade using Software Update Manager (SUM) an error occurs in phase PREP_INSTALL/SHDINST_OS. The error message is:

Severe error(s) occurred in phase PREP_INSTALL/SHDINST_OS!
Last error code set: Action 'install' for DCOM service failed, see
phase log for details: Cannot create a file when that file already exists.
