2180294 - No listing check on supplying site in stock transport orders

When creating a stock transfer order (STO) e.g. in ME21N to transfer an article from one site (plant) to another, the article is listed in the receiving site, but is not listed in the supplying (issuing) site. 
The system does not return the error message 06 633 („ Material &1 not listed in plant &2 (error &3, see long text)” ), the STO can be saved even though the article is only listed in the receiving site. Setting the WRF1-NLMATFB as 1 in the supplying site does not change the behavior either.
