2182042 - IQ Cockpit cannot create a Login policies in Japanese environment

Symptom

Note: 2860363 - Retiring of Adobe flash in the web connection with SAP IQ COCKPIT - SAP IQ

In Japanese environment, IQ Cockpit shows the Japanese string in display column.
However, login policy cannot be created/modified by the "Characters not permitted in a numerical value" error.

Even if you enter the correct value for each entry, you will not be able to create a login policy.

SAP IQ 16.0 SP08 or later
