2186845 - BI 4.1: Promotion Management Service within APS is in 'The service did not start' status after upgrade from BI 4.0

• Unable to access the Version Management Application with the error 'Sorry, Promotion management application is unable to process your request'
• Selecting 'Override settings' in the Promotion Management application returns the error: com.crystaldecisions.sdk.exception.SDKException$OCAFramework: Unable to find servers in CMS VCDROT-BI404.pgdev.sap.corp:6400 and cluster @VCDROT-BI404.pgdev.sap.corp:6400 with kind pjs and service LCMServiceOCA. All such servers could be down or disabled by the administrator. (FWM 01014)
• Adaptive Processing Server (APS) in 'Running with Errrors' status in the Central Management Console (CMC)->Servers page.
• Promotion Management service within the APS shows with 'The service did not start'
• Error message in the APS logs (traced on High from startup):
