2189221 - Unable to Access Promotion Management in Clustered Environment in SAP BusinessObjects Business Intelligence Platform

Symptom

After clustering two CMS nodes, the following error messages appear when attempting to click on 'Promotion Management' in the Central Management Console (CMC):

Error: A general exception occurred in Promotion Management. Please refer to the stack trace for more information. (PRS 00022)
com.crystaldecisions.sdk.exception.SDKServerException: Could not open the file D:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\FileStore\Input\a_120\010\000\2680\lcm.admin.config-guid[XYZ].properties
