2190217 - In Business Intelligence 4.x, when exporting a Web Intelligence report to csv and opening in Excel, it reads text as scientific notation

Symptom

In BI 4.x, if your webi document has a string value that can be interpreted as scientific notation (such as 62E03) and you export to csv then open in Excel, Excel renders it as scientific notation (6.20E+04) instead of 62E03 as expected.
