2190785 - After applying hotfix to the Afaria Server the RSOE Services remain in "Starting" status in SAP Afaria 7.0 SP0x versions

After upgrading the Afaria server to the hotfix, the RSOE services remain in the "Starting" status in SAP Afaria 7.0 versions.

1.Apply hotfix to the Afaria Server
2.Now, start the RSOE services in services.msc
3.The service status stays in "Starting"
4.The Relay Server logs in the rs.log file shows as below:
