2190938 - SUM phase UPDATE-ENGINE-BOOTSTRAP fails with Could not update bootstrap

Symptom

While running SUM, in phase UPDATE-ENGINE-BOOTSTRAP fails with the following error message:

[Error ]: The following problem has occurred during step execution: com.sap.sdt.util.diag.DiagException: Could not update bootstrap.
Could not synchronize bootstrap for instance <INSTANCE_NAME>.
The AS Java controller could not perform action os process execute on instance <INSTANCE_NUMBER>.
Return code condition success evaluated to false for process sapcontrol for action os process execute.

In the latest SAPCONTROL_OSEXECUTE_00_XX.OUT you can see:

OSExecute
FAIL: HTTP error, HTTP/1.1 401 Unauthorized
