2191481 - "Could not execute bootstrapping" error in "DETERMINE-ENGINE-RELEASE" phase during SAP Solution Manager upgrade

During Solution manager system upgrade the below issue occurs in DETERMINE-ENGINE-RELEASE phase:

An error has occurred during the execution of the Determine system release step with action input_credentials. Service com.sap.sdt.j2ee.services.servicesimpl.EngineInfoService failed with the following message:
Could not execute bootstrapping. See previous messages.
