2194348 - FC /FIM : Package accessed in read-only mode even though multi-user mode is enabled

Symptom

Although the multi-user mode was selected in  "Tools>General options", when trying to open a package, the following message appears:

"Package ABC is currently in use by user XYZ. It is not available in multi-user mode. Do you want to open it in read-only mode?"
