2194451 - Error 06717 Not possible to generate any source list records

Symptom

The error message "06 065" is issued as a warning when creating RFQ in T-code ME41, even though it has been set as an error (E) in customizing. Similarly, when creating a source list on ME01 for a specific material/plant combination, the error message "06717 Not possible to generate any source list records" is displayed, even though there is valid procurement information available.
