Issues with steps being missed when a worksheet is launched from Compensation or Variable Pay templates.
The route map would be correctly setup but some steps are being missed.

Reproducing the Issue
Create a route map with your roles defined.
Launch a form and see some steps are missing from the worksheet. Or, the worksheet is not going to the correct step.
Cause
The cause of this is missing permissions from the users assigned to the route map.
Resolution
To correct this, please grant the required users from the route the following permission.
Launch a new worksheet and the route map will be followed correctly.
