Symptom
- DSI outbound queue is not moving and appears stuck.
- The "First Trans" column in the "admin who,sqt" output shows status 'C' or 'R', and high "cmd" count:

- The number "nnnnnnn" is larger than the number reported by "sp_configure 'number of locks' " executed in the target dataserver.
