While editing an exam you cannot manipulate the order of the questions within the exam.

Reproducing the Issue
When the exam is created add objectives to the exam which house numerous question for use in the exam.
Cause
Questions cannot be placed in a specific order while contained in an objective.
Resolution
If you require questions in a specific order they must be added directly to the exam and not by an objective.
Once questions are added directly to the exam the up and down arrows will appear for you to change the order.
