2196330 - wdispmon ping option returns error reach admin port in maintenance mode

Symptom

Setting the Web Dispatcher or ICM in maintenance mode and performing the wdispmon ping test it returns an error.

wdispmon pf=<instance profile> -ping

or

wdispmon -ping

SAP Web Disp with pid <PID> is in status: ICM_STATUS_MAINT
ERROR: SAP Web Disp with pid <PID> not reached on admin port <PORT>

or in case of ICM: 

SAP Web Disp with pid <PID> is in status: ICM_STATUS_MAINT
ERROR: SAP Web Disp with pid <PID> not reached on admin port <PORT>
