2197623 - ASE server fails to start with 'ninit' error in log - SAP ASE

• ASE server fails to start due to 'ninit: bind' error in log
• during normal start or
• when building a new ASE server
  
  
• There are several varieties of this error:
  
  1. ninit: bind, Address already in use
  2. ninit: bind, Cannot assign requested address
  3. ninit: cannot find host <hostname>
  
  
• All are followed by these messages indicating ASE is not starting:
  
  Cannot allocate resources for listener with protocol tcp, host <hostname>, port <portnumber>.
  Cannot start any network listeners.
  ueshutdown: exiting
  Main thread performing final shutdown.
  Blocking call queue shutdown.
