2197712 - CREATE-MIGRATION-SERVICE-DATA: Could lookup migration service

Symptom

Software Update Manager (SUM) fails with the below error in the step CREATE-MIGRATION-SERVICE-DATA during a SWITCH upgrade for a DUAL_STACK topology.

Scenario 1:

The <Path to SUM>/sdt/log/SUM/CREATE-MIGRATION-SERVICE-DATA_XX.LOG has the below entries:

Jul 26, 2015 6:02:53 PM [Error ]: The following problem has occurred during step execution: com.sap.sdt.j2ee.tools.migrationservice.MigrationServiceException: Could not lookup migration service. Possible reason is that AS Java is not running or the Migration Service is not started.
javax.naming.NoPermissionException: Exception during getInitialContext operation. Wrong security principal/credentials. [Root exception is com.sap.engine.services.security.exceptions.BaseLoginException: The user account is either expired, or not valid yet.]
com.sap.engine.services.security.exceptions.BaseLoginException: The user account is either expired, or not valid yet.

Scenario 2:

The <Path to SUM>/sdt/log/SUM/CREATE-MIGRATION-SERVICE-DATA_XX.LOG has the below entries:

Nov 27, 2017 2:54:10 PM [Error ]: The following problem has occurred during step execution: com.sap.sdt.j2ee.tools.migrationservice.MigrationServiceException: Could not lookup migration service. Possible reason is that AS Java is not running or the Migration Service is not started.
javax.naming.NoPermissionException: Exception during getInitialContext operation. Wrong security principal/credentials. [Root exception is com.sap.engine.services.security.exceptions.BaseLoginException: Cannot authenticate the user.]
com.sap.engine.services.security.exceptions.BaseLoginException: Cannot authenticate the user.
com.sap.engine.services.security.exceptions.BaseLoginException: Authentication did not succeed.
