2197841 - Error FAGL_SWITCH_OP004 in report FAGL_SWITCH_TO_OPEN_ITEM

Symptom

While trying to activate Open Item Management for a GL account when the account balance is zero, using the program FAGL_SWITCH_TO_OPEN_ITEM (Tcode FAGL_ACTIVATE_OP), you receive the following error: FAGL_SWITCH_OP 004: "Account &1/&2 does not have line item management", even though Line Item Management is active in the GL Master data.
