2200552 - Configuration of backend systems failed: Configuration conflict

Symptom

The Web Dispatcher does not start due to system conflicts and raise the following error in the dev_webdisp trace:

[Thr 876] *** ERROR => Configuration conflict between systems <SID> and <SID>
[Thr 876] *** ERROR => Web Dispatcher forbids multiple systems matching one request:
To allow multiple matching systems refer to the online documentation
[Thr 876] *** ERROR => ICR: Configuration of backend systems failed: Configuration conflict(-34)
[Thr 876] *** ERROR => IcrMain: IcrInit failed (rc=-34)
