2201711 - Error "Index was out of range" or "Wrong CSV format" occurs in EPM add-in with specific language

The following issues occur in specific Language and HANA database.

• Error Index was out of range. Must be non-negative and less than the size of the collection parameter name:startIndex occurs when logging on to EPM add-in directly or via BPF.
• Error Wrong CSV format occurs when trying to logon through EPM add-in.

The following similar log was found in EPM logs:
Invalid member definition. Member PARENTH1, member N° 11292 of dimension PRODUCT (11318 members expected) only has 3 columns, at least 5 expected#'
