2203288 - Cannot redeploy Agentry application in SCC

Symptom

we are running SMP2.3 SP04 with Workmanager 6.0
Unable to redeploy the named ZWorkManager_60.
 
We deleted the Agentry node, ensured that there was nothing in UnwiredServer/Repository/
<(><<)>WM Appl>, stopped and started the services,
and tried to create a new Work Manager application with the same name ZWorkManager_60.

The process failed, as the SCC indicated that the application ID ZWorkManager_60 still exists,
despite the fact that we deleted it.
