Symptom

You are using BAPI BAP_OUTB_DELIVERY_CREATENOEF to create delivery without any reference. The fields ITEM_CATEG (item category) and SHORT_TEXT have been set. But after the delivery creates, The fields LIPS-PSTYV and LIPS-ARKTX are blank.
