2204205 - Navigation target is opened in new window instead of portal content area

Symptom

Modify data in application that displayed in portal, then click other menu to navigate away. Navigation target is not displayed in portal content area, instead it opened in new window even though target has property "Launch in New Window" with value "Display in Portal Content Area". If only access application and do not do any modification in application, target is opened in portal content area correctly. This symptom always happen.
