2205531 - INPUT-OS-USER-PASSWORDS - No active instance is found running on host

Symptom

Software Update Manager (SUM) terminates with the below error in the phase INPUT-OS-USER-PASSWORDS:

[INPUT-OS-USER-PASSWORDS_xx.LOG]

Jul 15, 2015 12:55:53 PM [Info  ]: The detected sapstartsrv release is 720 and patch level is 401. The minimum supported patch level for this release is 54.
Jul 15, 2015 12:55:53 PM [Error ]: The following problem has occurred during step execution: com.sap.sdt.util.diag.DiagException: No active instance is found running on host: . In case you are running SUM in virtualized environment please check note 1802316.
