Symptom
During a new IDES system installation or during the system copy of an existing system the Software Provisioning Manager (SWPM) ends with an error in step createTablespaces.
The details below can be seen in the sapinst_dev.log file:

ind|ind|ind|ind|main|0|NW_OraDBStd|ind|ind|ind|ind|std|0|NW_OraTablespace2|ind|ind|ind|ind|tablespace|0|createTablespaces was executed with status ERROR ( Last error reported by the step: SQL statement or script failed.
DIAGNOSIS: Error message: ORA-00059: maximum number of DB_FILES exceeded
