2208347 - ICM: "Temporarily out of MPI Buffers" messages

Symptom

Work process trace file (dev_w*) or ICM trace file (dev_icm) shows the following entries:

*** WARNING => IcmReadFromConn(id=43/341059): temporarily out of MPI buffers -> roll out     or
ERROR => HttpJ2EETriggerServer: alloc failed: out of MPI blocks

Dispatcher trace (dev_disp) shows error:

DpResourcesOk: too many MPI pipes (xxxx)
