2208347 - ICM: "Temporarily out of MPI Buffers" messages

Symptom

The ICM trace file (dev_icm) shows the following entries:

*** WARNING => IcmReadFromConn(id=43/341059): temporarily out of MPI buffers -> roll out     or
ERROR => HttpJ2EETriggerServer: alloc failed: out of MPI blocks

The Dispatcher trace (dev_disp) shows error:

     DpResourcesOk: too many MPI pipes (xxxx) 

or 

     DpResourcesOk: Many (suspend dispatching limit exceeded) MPI blocks in use

In severe cases, when MPI resources are fully exhausted, the ICM process terminates automatically. The ICM service stops on the affected dialog instance, causing an unexpected service outage.
