2208627 - "API0000: Fatal Exception: server ID has not been initialized, use SetServerIdContext" in the Afaria server logs

Symptom

After upgrading to Afaria 7 Service Pack 5 HotFix 13 (SP5 HF13), the admin receives the error "API0000: Fatal Exception: server ID has not been initialized, use SetServerIdContext" in the Afaria server logs.
