2209654 - Connect to the database with ID <SID> failed

Symptom

In Solution Manager system, or a central system in which several systems are connected and monitored, In SM21, system log shows many following information:

Connect to the database with ID <SID> failed
Unexpected return value 8192 when calling up DBDS

If you look at relevant work process trace in ST11, error entries can be seen:

B  ***LOG BYI=> connect failed for connection <SID>
B  ***LOG BZY=> unexpected return code 8192 calling DBDS
B  *** ERROR => Cannot open more than 16 connections

Note: Here the main sympton is the third ERROR line. If you do not see this line in your system, this KBA does not fit.
