Here are the list of attributes that control the behavior of the rating and comments for Behaviors:

behavior-cmt-opt:
Option “behavior-cmt-opt” is to control the comment box display or not.
0 – Show behavior item comments (and if applicable, the evaluator rating)
1 – DEFAULT. Do not Show any behavior item comments or evaluator ratings behavior-rating-opt
Note: For comment other than the subject and manager to be visible (for example, to have comments entered by the matrix manager be visible to others) the comment option (cmt-opt) will need to be set to 0 or 2 (cmt-opt=0 Show both item and section comments - cmt-opt = 2. Show only item comments, no section comments). The option suppress-item-comments is not supported, is always should keep as "0".
behavior-rating-opt:
Option “behavior-rating-opt” is to control the indiviual rating box display or not. It also depends on the “behavior-cmt-opt” value. If “behavior-cmt-opt” is 1 (hide comments), the individual rating box will not display at all regardless the value of “behavior-rating-opt” value.
0 – DEFAULT. No ratings next to the subject's comment
1 – Display rating next to subject's and manager's comment only
2 – Display rating next to all evaluators' comments
behavior-mode-opt :
0 – DEFAULT. In this mode, the competency behaviors do not get displayed above or below the competency description. Behavior mode '0' supports the existing configuration, where a user manually rates on the behavior items and those ratings are used to generate a "Calculated Competency Rating" (if the Calculation on form is enabled in the form template XML). This mode is also used for backwards compatibility for existing forms.
1 – Displays behaviors BELOW the competency, for display-only. Rating is done at the competency level. Only populates behaviors mapped to the competency by jobcode (use-jobcode="true").
2 – Displays behaviors ABOVE the competency, for display-only. Rating is done at the competency level. Only populates behaviors mapped to the competency by jobcode (use-jobcode="true").
4 - Displays behaviors BELOW the competency, for display-only. Rating is done at the competency level. Competencies must be manually added to the form (disregarded if configurable="false"), and all behaviors for competencies added will be displayed regardless of the jobcode-behavior mappping. This will only work when use-jobcode="false".
5 - Displays behaviors ABOVE the competency, for display-only. Rating is done at the competency level. Competencies must be manually added to the form (disregarded if configurable="false"), and all behaviors for competencies added will be displayed regardless of the jobcode-behavior mappping. This will only work when use-jobcode="false".
use-behavior :
Option “use-behavior” is to control the competency rating is calculated by behavior or not. If the value is “True”, “behavior-mode-opt” must be “0”.
True - renders behaviors under each competency and calculates competency rating based on the behavior(s)
False – competency rating calculation NOT based on behavior.
