2211711 - ra_admin init failed with <ra_user> does not have sufficient privileges - SAP RAO 15.7.1

Symptom

The execution of the command ra_admin fails to complete during setup of an RAO instance to connect to an Oracle database, with the following error message:

Command <ra_admin> failed - User <ra_user> does not have sufficient privileges to perform the necessary tasks to support replication. The following privileges [SELECT ON SYS.INDSUBPART$, LOGMINING] are required.
Check the system log file for more information.
