2212158 - CMS / AJS poor performance; nixxi.cpp errors within .trc log files

• The Central Management Server (CMS) takes a very long time to start, suffers poor performance and is unstable
• Adaptive Job Servers may be similarly affected, especially with JobServerChild processes taking an inordinate time (or outright failing) to generate
• With tracing enabled, .trc logs of the affected servers -- Central Management Server, JobSeverChild, and potentially others -- contain messages like the following:
