Symptom
- The Central Management Server (CMS) takes a very long time to start, suffers poor performance and is unstable
- Adaptive Job Servers may be similarly affected, especially with JobServerChild processes taking an inordinate time (or outright failing) to generate
- With tracing enabled, .trc logs of the affected servers -- Central Management Server, JobSeverChild, and potentially others -- contain messages like the following:

*** ERROR => NiPConnect2: SiPeekPendConn failed for hdl 1/sock 10
