This issue has to do with client not using the correct format for importing to multiple business goal sections.

The reason for this,  is that the format of the gate import file is missing a column to show what goal plan ID the goals plans are coming from. This is only required when using multiple goal plans.
Here's an example of what the gate import should look like if you're using multiple goal plans:
