2213186 - Error "duplicate key exception" appearing in the Offline OData client application

• Customer is seeing a duplicate key exception when using offline OData to HCPms, which in turn is connected to the customer's backend database behind the company firewall. 
  Every time a flush operation is executed in the application to send changed client data the requests are duplicated on the backend database causing a duplicate key exception.
  The error is passed back to the client application.
• The error will also occur with SMP 3.0 on-premise.
• You may also see that if the flush is interrupted and restarted, it resends all the data in the queue including the data that was already synchronized
  leading to duplicate insert errors in the backend system.
