2213761 - Software Provisioning Manager hangs during (A)SCS instance installation in phase start/stop instance with error: NIECONN_REFUSED

Software Provisioning Manager (SAP Note #1680045) hangs during the (A)SCS instance installation in the phase start/stop instance.

Sapinst_dev.log has the last entries like:

Output of /usr/sap/<SID>/ASCS<NR>/exe/sapcontrol -prot NI_HTTP -nr <NR> -function Start is written to the logfilesapcontrol_<SID>_ASCS<NR>.log.
