2213902 - optdiag may fail or show incorrect histogram data in a Japanese environment - SAP ASE

Symptom

There are two problems with using the optdiag command in a Japanese environment:
 
(1) optdiag fails with a message "Can't get localized message." if the current locale is one of the Japanese locales.
 
(2) If a table has Japanese data and column histogram data contain Japanese characters, optdiag shows a 2403 error with the following message and Japanese multi-byte characters become question marks:

WARNING!  Some character(s) could not be converted into client's character set.  Unconverted bytes were changed to question marks ('?').
