2217097 - ERR_WIS_30270 when creating or opening a Web Intelligence document (likely after a clean install)

After a fresh installation of the SAP BusinessObjects Business Intelligence Platform 4.x, the following symptoms may appear:

• When attempting to create a new WebI document:
• An internal error occurred while calling 'createDocumentEx' API. (Error: ERR_WIS_30270) (Error: INF)
  
  
• When attempting to view an existing WebI document:
• An internal error occurred while calling 'openDocument' API. (Error: ERR_WIS_30270) (Error: INF)
  
  
• Corresponding with either of the above actions, the Windows Event Viewer > Application Log may contain messages similar to:
