2217098 - BAPI_OBJCL_CHANGE - some existing characteristic values are cleared

Symptom

Using a Z-program that calls BAPI_OBJCL_CHANGE to update the batch characteristic values. After running this program, new values were updated but some existing characteristic values were removed.
