"Decline" button is not being shown in the 360 Document Evaluation Notifcation for External Participant

SAP SuccessFactors 360 Multi-Rater

1. Add External Rater in the 360 form and send out the form to him
2. The external rater will receive the 360 Document Evaluation Notifcation for External Participant as below:
   

   Please be advised that the document 360 Review Feedback Form for Test User has been created is now available for your review. Your feedback is instrumental to the employee's development.
   
   Please select one of the below actions to indicate your participation:
   
   Accept or Decline.
   
   However, the "Decline" buttton is not being shown.

1. Go to Admin tools > 360 Multi-Rater > Form Template Settings;
2. Open the 360 Form;
3. Search for the option "Hide the 'decline to participate' button on the Multi-Reviewer form for";
4. Uncheck "All Raters";
5. Update the form template.
