2219898 - Error: "Rich client access is denied" - FC 10.0

Symptom

It is possible to connect to FC web client.
When trying to connect to FC windows client, the following error appears:

         Failed to connect to the server.
         Rich client access is denied.
         User is not authorized to perform the requested action.
