2221609 - Forwarding Requistions to Approver using another Language

Approver name is not showing when forwarding to a user in another language. 

Recruiting Management

1.  Go to recruiting tab- create job requisition and forward to a user in the next step who is set to a different language option

2.  Current user adds an approver

3.  Current user switches language option back to original language in which the requisition was created and can no longer see the approver's names- route map step shows as " modification"  instead of approvers name 

Root cause: new added U step for approver only has localized label for current login user
Solution:add localized step desc for all the company’s locale when adding the new step for approver

This was a defect resolved by engineers in 1508 release (TFT-241) (TFT-532)
