2222007 - 'Send Invitation E-Mail to Supplier' doesn't open Outllook email window

Symptom

In the Supplier Preselection POWL application you press the 'Send Invitation E-Mail to Supplier' button. You select a language from the popup window and try to send the invitation letter, but the Outlook email window with the mail text is not opened.
