2222863 - WDA: Corrupted UI layout due to HTTP 404 for standards.css or ie6.css

Symptom

Starting a Web Dynpro ABAP application, the UI is corrupted:

The expected layout should look like this:

Checking HTTP watch trace the following 404 error can be found for theme sap_tradeshow_plus/standards.css (or ie6.css):
