2227638 - Backend-initiated lockouts do not work

Symptom

When the backend rejects a user login indicating that the user has been locked out, the client does not actually lock the user out. It tells the user they have been locked out, but lets them continue attempting to log in. This is different from the legacy Agentry Win32 client, which does lock the user out.
