2228412 - Logon to the Dispatcher Utility fails

• You logon to the dispatcher utility with the correct password but logon still fails. 
• You define the Initial Settings for the Dispatcher Utility but are always prompt with "Configuration is invalid or not set. Do you want to set it now?" 
• After attempted logon you get the message "Incorrect password or settings."
