2228577 - Import of Biographical Data gives an error user-id is invalid

Importing Employee Data -> Biographical Data returns the error: user-id is invalid

All fields are correct in the template.

The user is active and the user-id is correct as shown in the employee export file

Please check the user-id in the UID employee profile.
In this case the correct id is 00000191.

Exporting the file to excel will not show the leading zeros.

You have to format the cells
