2229912 - "ORA-01654: unable to extend index XXXXXXX by 8 in tablespace" error in RUN-OFFLINE-MIGRATION phase

Symptom

When trying to upgrade a JAVA system (or JAVA stack of a Dual-stack system) by using SUM, face below error at "RUN-OFFLINE-MIGRATION" phase:

Directory:  /usr/sap/<sid>/SUM/sdt/log/SWITCH/RUN-OFFLINE-MIGRATION_xx.LOG:

<time> PM [Error ]: The following problem has occurred during step execution: com.sap.sdt.util.diag.DiagException: Could not execute migration controllers for action migrate.database;migrate.deploy;migrate.engine.data;migrate.default.data and scenario calculated executed in slot .
Error while processing migration list I:\SUM13SP6\Sum\SUM\sdt\data\mig\MIGRATIONAUSF.LST.
Could not migrate some archives from migration list.Possible reason is Database is down.Check if database running
Error during migration of archive I:\SUM13SP6\Sum\SUM\sdt\data\mig\DEPLOYARCHIVES\pcd_upgrade.sda which has been extracted to directory I:/SUM13SP6/Sum/SUM/sdt/migtool/pcd_upgrade.Possible reason is Database is down.Check if database running
Could not execute MTI process. See log files I:\SUM13SP6\Sum\SUM\sdt\log\SWITCH\JMT_FRAMEWORK_07.OUT and I:\SUM13SP6\Sum\SUM\sdt\log\SWITCH\JMT_FRAMEWORK_xx.ERR.
Return code condition success evaluated to false for process java.exe for action RUN_MTI.
