2230793 - Filters can only be applied to the current visualization in Lumira Document

Symptom

When a Lumira document is opened in BI Launch Pad, filters can only be applied to the current visualization, both "Apply to Current Visualization" and "Apply to Entire Dataset" options are disabled.
