2230865 - "Switchable index xxxx will not be activated (switched off)" occurs when to activate sap standard index

The access speed to one table is slow because the corresponding index does not exist on database level. In SE11 the definition of this corresponding index exists, but with message " Index does not exist in database system".

For example, index VBFA-M01:

 
"Image/data in this KBA is from SAP internal systems, sample data, or demo systems. Any resemblance to real data is purely coincidental."

The index is desired to be created on the database level, and then the index is activated. Subsequently, a warning is received in the activation log:

After the activation, the index is still with "Index does not exist in database system...".

The same issue can happen while activating a switchable append structure. In SE11, while activating a switched off append structure, the following error message can be seen:

Switchable object XXXX was not activated (switched off)
