2231755 - Business Function(s) deactivated (switched off) after activation in SFW5

A Business Function was activated by transaction SFW5 as per KBA 1641394 - SFW5: How-to activate Business Function.

After hitting "Activate Changes" button, a screen appears and  informs that one business function is to be de-activated (switched off), which is not expected during the activation.

For example, Business Functions /IBS/EAFS_RBD_BUSOPR and /IBS/EAFS_RBD_BUSORP5 need to be activated.

After selecting "Planned Status" for them, then "Activate Changes" button, the following screen appears:

Business Functions /IBS/EAFS_RBD_BUSOPR and /IBS/EAFS_RBD_BUSORP5 are activated, but Business Function /IPRO/FND_DOCB_FILLINS is deactivated (switched off).

Why this message appears?

Generally in such cases, "Cancel" should be chosen, and check whether it is really necessary to de-activate business function /IPRO/FND_DOCB_FILLINS.

After clicking "Activate Changes", checking SFW5 -> Goto -> History, it contains that business function /IPRO/FND_DOCB_FILLINS was deactivated together with the activated /IBS/EAFS_RBD_BUSOPR and /IBS/EAFS_RBD_BUSORP5.
